• Write down what the agent can reach, what it is for, the gap, and what stands in the way. That is RiskMandate's Agent Behaviour Policy: grant measured, mandate elicited, delta derived, barrier recorded, with each barrier typed honestly as a boundary, a setting, an expectation or nothing. Only a boundary is a control. Most of what we call controls today are expectations, and saying so is the first useful act. (RiskMandate now calls the grant the reach and the delta the gap. A later article proposes adding footprint and blast radius: what the agent actually did, and what it would have cost. That proposal is still under review.)
